What a pro does

The diagnosis forks on how the heater is fueled. A gas unit that won't hold a flame sends the plumber to the thermocouple, then the gas control, then the venting, and that last one gets real attention on the older homes in this area where a heater shares a masonry chimney with a furnace. Electric units are a different search: pull the panels, test both elements and both thermostats, and read the pattern. A dead lower element gives you a short burst of hot water and then nothing, which is the complaint people phone in most often. Season matters more here than most places. Incoming water off the aquifer arrives cold year round and colder still in deep winter, so a tank has a bigger gap to close in January than in July, and a heater that's already scaled or has a weak element shows itself during that stretch. Basements help and hurt. The tank sits in a cool space that pulls heat out of it, though at least there's usually a floor drain nearby. On a well property, sediment and mineral from the source settle in the bottom of the tank faster than treated city water does, and that layer is worth checking before parts get replaced.
