The plumber is trying to establish one thing early: does the trouble end at this fixture or continue past it. A toilet that overflows while everything else in the house drains normally has a blockage in its own trap or just beyond it, and that's cleared at the fixture. Dirty water rising in a basement shower at the same moment means the toilet is only the messenger, and the actual blockage sits somewhere downstream on the main. That second version is the common one in older homes here, where the lateral leaves the basement, runs under a yard full of gravel and rock, and has been sitting on an irregular grade for eighty or ninety years. Access decides how the work goes. Most basements around Spokane and Coeur d'Alene have a cleanout on the main before it exits the wall, which is a far better entry point than pulling the toilet.
